The CNDH stand 10th day activity at the 27the session of the international book fair in Rabat has dedicated its workshop “debate and analysis” to the topic “reviewing penal code and reforming correctional system”.
In a closing speech, Mrs. Amina Bouayach, President of the CNDH has made a speech underlining that “over these ten days, the Council has managed to reach out to more than 240 children from all over Morocco, presenting poetry, short stories, plays; paintings and music in Arabic, Berber/Amazich, Hassania, French, English, Spanish and sign language”
Mrs. Bouayach has seized the opportunity to thank students and young people coming from 43 towns of the Kingdom for their participation in more than 70 different activities as well as to the Council members who have ensured the successful running of those events.
Call for reviewing Moroccan penal code
The debate about “reviewing penal code and reforming correctional system” was treated by specialized jurists, including Mr. Hicham El Mellati, director of penal affairs and amnesties at the Ministry of Justice, and Mrs. Loubna, professor and researcher at Mohammed V University –Souissi.
Mr. Mohamed El Bakir, NHRC member and moderator of the debate has made a statement to Article19.ma news website, saying that: “penal system is characterized by imbalances related notably to the predominance of liberty- deprivation sentences, lack resort to alternative sentences and growing recidivism rates”.
“This should be envisaged within the framework of a broad reform of the penal code, and improvement of current correctional system”, he added.
Following the debate, Mr. Mellati has presented his book «parameters of integrating liberty-deprivation sentences between legal texts and judiciary practice”, which addresses measures for confusion of liberty-deprivation sentences with procedural measures of this rule.
Mr. Mellati has declared that his book «looks, through ascientific study, for clarifying dispositions of this judiciary institution, and to simplify its concepts and practical problems on the basis of legal texts analysis”.
Closing in apotheosis
The last day has hosted during its second phase of its daily activities a closing ceremony which has started by several art shows and the projection of one of the best NHRC stand activities.
Wonderful actress Ouassila Sabhi has presented Slam art in collaboration with association Alliage, and association Taranim for deaf persons has presented a Moroccan drum musical show which has seduced both spectators and visitors of the fair.
To close this unforgettable day, female Gnawa group “Girls of Tombouctou”, a single group in Morocco; 100% ladies, has seduced spectators and inflamed the stage which has turned the stand into a real “dance floor”.
