Ceremony – Morocco’s DGSN commemorates its 63th anniversary by paying tribute to its staff and police officers (Videos)

A colorful ceremony. The General Directorate for  National Security, known by by the acronym DGSN, celebrated on Thursday evening, its 63rd anniversary at Kenitra Royal Police Institute (IRP) as a tribute to the officers and officials who work tirelessly to preserve peace and stability in the kingdom of Morocco.

The ceremony was attended by members of the government, judicial officials, members of the diplomatic corps accredited in Morocco as well as several civilian and military figures and foreign guests.

This commemoration was marked by a parade that police units organized jointly as well as the exhibition of different logistic tools and equipment made available to members of the DGSN and the General Directorate of Territorial Surveillance (DGST) to fulfill their missions in the best possible conditions.

Also participating in this parade was a trainee police unit from the Central African Republic and the Comoros Islands which have received training at the IRP headquarters in Kenitra, as part of the South-South cooperation linking the Institute to several countries in terms of security matters.

The audience also witnessed a number of demonstrations related to weapons handling and self-defense, as well as various intervention techniques reflecting the know-how and expertise of all police units (martial arts, bikers, security, close security, Mounties, intervention units …).

On this joyful occasion, the Director General of the National security and DGST, Abdellatif Hammouchi, stressed that “DGSN annual celebration offers an opportunity to draw up the assessment of the actions taken to guarantee the security of the nation and its citizens, for it tends to highlight the structuring projects currently underway to enhance the quality of security services, as well as security upgrading strategies”.

+ The IRP: A standing example for South-South cooperation +

This year’s commemoration is exceptional and symbolic for it followed King Mohammed VI visit to a number of National Security officials in order to launch the construction of the new DGSN headquarters and inaugurate the new radiology and medical analysis center, serving police officers and their families, recalled Mr. Hammouchi in a speech read on his behalf by the director of the IRP, Abdelaziz Zakaria.

Thus, DGSN future headquarters will not only serve as an administrative complex or a security edifice, for it will mainly provide the security institution with modern and integrated infrastructures able to meet the growing public demand for the right to security and safety in order to move forward and hand in hand with the gradual evolution of Morocco’s security system, he added.

Mr. Hammouchi also recalled the Sovereign’s inauguration of the laboratory for radiology and medical analyzes dedicated to the police officers which reflects, in many ways, the particular attention that HM the King gives to this fringe of his faithful servants, recalling the royal directives aimed at providing the police force with a healthy social climate guaranteeing decent living conditions, integrated health services, as well as material and moral gains.

The passing year is an important step in the completion of the reform project initiated within police forces, in the sense that several units were upgraded and new structures were created as part of a strategic approach that tends to promote community policing, Hammouchi noted.

+ Anti-gang brigades launched in Rabat, Salé and Fez +

It is important to recall important achievements including the creation of an Institute for Forensic Sciences as a new structure centralizing all the branches and specialties of the technical and scientific police, he followed, noting that such step was also proceeded to strengthen judicial police by forming anti-gang brigades in Rabat, Salé and soon in Fez. The new strategy also focused on the creation of twenty units to animate information-gathering channels in relation to criminal cases and to take charge of the study and analysis of the newly used procedures in the various forms of criminal law.

Besides, 26 new police structures have been created, including the police districts of Errahma in Casablanca, El Marsa in Lâayoune, Kariat Ba Mohamed in Taounate and El Attaouiya in the province of El Kalaa des Sraghna, in addition to the opening of new police districts and services responsible for traffic accidents, as well as the establishment of brigades dedicated to the maintenance of order and the protection of sensitive sites and the adaptation of the structure of certain local services of the National Security to the new regional administrative division.

With regard to professional training, Mr. Hammouchi stressed that DGSN has opened new police schools in Fez, Laayoune and Oujda with the perspective of an integrated distribution of police institutes across different regions of the Kingdom, with the aim of bringing these centers closer to trainees and meeting the requirements of advanced regionalization.

+ Contest: 150,000 applicants and candidates registered each year +

In this regard, Mr. Hammouchi noted that the central human resources departments, in coordination with the Information and Communication System Directorate, are now looking into the finalization of an electronic portal dedicated to the management of human resources granting access to different police cycles and allowing applicants’ registration via internet, in order to facilitate candidacy procedures and promote the attractiveness of the police function among applicants whose number exceeds 150,000 annually.

In addition, DGSN has established a new procedure for evaluating the performance of its officials, as well as their annual rating and promotion to higher ranks, Hammouchi revealed, noting that the DGSN has set up a dedicated joint commission with broad powers which is meant to fulfill missions, including the formulation of proposals or recommendations in relation to cases in hand.

As part of its communication policy, the DGSN has continued the consolidation of openness mechanisms on its external environment, including the sensibilities of civil society and the media, through the opening of an official account on Twitter and the launching of an electronic version of the Police Review, as well as capitalizing on the Open Doors experience, which has now become a regular annual event in various parts of the Kingdom, he added.

During this ceremony, a tribute was paid to several members of the National Security who were killed while performing their duties. Meanwhile, Royal medals were handed over to several DGSN officials, including retirees.
