The Kingdom of Morocco drew, on Thursday, the attention of the UNSC and the UNSG regarding the violations and provocations by the polisario in the Guergarate buffer zone and east of the defense structure in the Moroccan Sahara.
“On behalf of the government of the Kingdom of Morocco, I would like to inform you that the polisario is persisting in its violations and provocations in the Guergarate buffer zone and east of the defense structure in the Moroccan Sahara,” wrote two letters sent by Morocco’s permanent representative to the UN, ambassador Omar Hilale, to the UN security council and secretary general.
Morocco, which has proofs and pictures, drew the attention of UNSC member states and UNSG to the three following violations:
– On Jan 6, 2019, the polisario armed militia organized military maneuvers and exercises with heavy equipment and live ammunition in the Mheiriz village, east of the defense structure in the Moroccan Sahara.
– On Jan. 7, 2019, the polisario moved a so-called administrative facility in this same village of Mheiri.
– On Jan. 8, 2019, the polisario deployed two military vehicles in the Guergarate buffer zone.
Consequently, the Kingdom of Morocco flatly condemned these destabilizing acts that violate military agreement N. 1 and seriously threaten the ceasefire, affirming that such acts are clearly an affront to the UNSC’s authority.
“These acts are a blatant violation to resolution 2414 dated April 27, 2018, in which the UN security council ordered the polisario to withdraw immediately from the Guergarate buffer zone and stop the destabilizing acts of moving administrative facilities east of the defense structure in the Moroccan Sahara,” said the two letters.
Worse, these acts represent a “reprehensible breaking of the polisario’s commitments of not returning to the Guergarate buffer zone or transferring any facilities east of the defense structure”, wrote the two letters. The two documents also recalled that these commitments were expressed by the polisario to Personal Envoy Horst Köhler, during his visit to the Tindouf camps on June 26, 2018, and were communicated by the Personal Envoy to the members of the Security Council on August 8, 2018 and included in the UN Secretary-General’s report dated October 3, 2018.
Finally, these violations constitute a breach of resolution 2440 dated October 31, 2018, by which the Security Council took note of the assurances provided by the “polisario” to the UNSG Personal Envoy about not moving administrative facilities to the Sahara and its willingness to fulfill its obligations regarding the Guerguerate buffer zone, in accordance with resolution 2414.
The Moroccan letters recalled that the Security Council asked the polisario to fully respect its commitments to the Personal Envoy concerning Bir Lahlou, Tifariti and the Guerguerate buffer zone.
The Kingdom of Morocco denounced the duplicity of the polisario which claims the existence of a humanitarian crisis in the Tindouf camps and demands the increase of humanitarian aid, while spending millions of dollars in military maneuvers, which should be a matter of concern for the international community in general and donor countries in particular.
“It is obvious that by resorting to escalation and provocations, and by ignoring its commitments, the polisario wants to torpedo the efforts by the UN Secretary General and his Personal Envoy to revive the political process, following the successful round-table meeting of Geneva, on December 5 and 6, 2018 and ahead of the second round-table meeting which is slated in the coming weeks”, said the Kingdom of Morocco.
In his two letters, Ambassador Hilale recalled that the UN Security Council had expressly put the condition of the definitive cessation of Polisario’s violations on the ground to make progress in the political process, stressing that resolution 2440 clearly states that “polisario’s full respect of these commitments will help maintain the momentum for the political process.”
The Moroccan ambassador warned the UNSG and the UNSC that the Kingdom of Morocco will not tolerate the recurrence of such provocations which seriously threaten regional peace and security and jeopardize efforts by the UNSG and his personal envoy, urging them, along with MINURSO, to condemn these violations and order the polisario to stop them immediately and respect its commitments and UNSC resolutions.
